Semi-perpetual motion concept, any model makers?

Hi everyone! First time posting so hope i explain this right; if my understanding is off please correct me so I can learn πŸ™

So I was thinking about engines that wouldn't require 'fuel' at all (as a way to bypass big oil and renewable fuel delay arguments) and was wondering if anyone could help with the engineering maths and scale model building to test?

So first, ferries and transport ships:

If there were horizontally lined propellers along the bottom of the two drafts, could there be vertical rotators along the bow?where side rotators are sometimes put? That could function as a side rotator in ports but when journeying could passively generate kinetic energy from the water?

Because if we could passively generate energy for the initial launch, that could then powers itself in good part from the continuous journey, & it could feed a battery too

Then thinking about the ballast system that helps balance the boat 🚒 πŸ€” if the lower deck and car/cargo deck used hydraulic suspension (obvs extensively irl but unsure if this bit could be modelled) linked with maybe a water source from the stern or the bow cutting through the water (which would direct the water to each side and thereby getting the vertical rotors started in the draft) then that suspension might be able to act like a pump for additional energy to the motor/battery/propellers?

Like if the decks were stopped at their highest point for boarding and then used the weight of the cargo to lower the decks - there by putting pressure through the system to kick start the motor - able to then direct it more specifically to rotators for accurate steering and begin the powering the motor/battery passively...

Have I understood this before I go on? Thanks for your help!
