Launch Option minimum 60 fps upon alt-tab/unfocus

Hey, I used to have this launch option command on apex, that would make my game minimum 60 fps when not in focus, and I can't seem to find it anywhere. I recall having the value 12, and maybe starting with cl_ , but that's about it.

Do any of you have this command?
