AirPods dimming music for notifications won't play to the original volume until the notification is opened!

Recently, when I use my airpods the notifications on my phone don't sound; I have my ringer on, with the volume fully up. And it's not just my messages; it's Snapchat and other apps as well. My music will dim, and the volume doesn't go back up unless I open the notification; toggling the volume button doesn't change it. I tried resetting my phone, but it doesn't want to do that either; it turns black, but the time, date, and service still show up. And when I attempt to turn it back on, it doesn't do the Apple logo with the noise and make you use a manual passcode; it just turns on with Face ID like I never reset it. its only a 14, so it's not that old.

I just want to hear notifications again. :(
