Shipping 400ml aerosol containers(Latvia to Norway)

i am ripping my hair out trying to solve this.

I can not afor the love of god figure out how to go about shipping aerosol containers(spray) from Latvia to Norway.

I know aersol is Class 2/ class 2.1

How would one go about doing this, the most economical way?

I found one way, but the price was higher than the value of the contents, which are pretty expensive(collectibles).
