Other players on the server cannot move when entering any water but I'm totally fine, PLEASE HELP

I've tried so many times to figure out why it won't work, it works for me on the server and on my own singleplayer worlds, it doesn't work for other players on the server but it works on their singleplayer worlds. The host is Serverminer if that helps. I've attached a chrome link to the modlist.
