Cruel landlord admitted to other tenant she doesn’t declare rent as income [CA]

Title is basically it. I’m just wondering what I can do once I leave this hellhole since she admitted she was doing that. She’s cruel, and very unfit to live with people. She has a bad relationship with every single person who comes in here. She is selfish, anxiety issues, has no idea how to handle any situation with a person and then acts high and mighty because it’s her house.

For example my BF had a shattered femur and during his recovery he was using an E bike to get to work . Well, for literally no reason at all and no explanation she padlocked the garage for like, a week or so, until I said something about it and then she removed it. That was after over a year of having access to the garage door. My BF was forced to lift that heavy ass E bike that I can barely lift up a few stairs, out of the house, then back in. Many other things like that.

Point is she told our other roommate she couldn’t use her 5K$ rent assistance because she would have to start reporting her rent from tenants as income. Which is messed up, and of course she says it’s not her fault she’s struggling. And is now coming after her for the money, when she knew she was struggling. When I leave, I wanna stick it to her. I just don’t know if it’s worth my time or who to contact
