Recommendations for *cheap* cell phone plan (BYOD, no data needed) for kid

My son currently has his plan with Bell (which made sense, since my wife and I are also with Bell). However, they just upped his rate by 25% -- which is amazing, since he's been with them for only six months.

Is there a good "starter" plan for kids ... talk and text in Canada (and, if the US is cheap enough, there too); and no data (I have his data turned off with Bell, b/c he'd otherwise be "pay-as-you-go").

What do those of you with kids use?
