Look to collab with small local artist/graphic designer

I am in a local band and we are looking to design a t-shirt. Nothing fancy, something with simple line art and minimal text. We are hoping to collaborate with a small artist/graphic designer who is also local.

We have a limited budget, around $100. We understand this is not much, and firmly believe in paying people what they are worth, but we don’t really make money from music and are hoping to find someone who would just be interested in a fun creative project and is looking to expand their portfolio! Perhaps a student or a hobbyist.
