Is there a good rushing strategy?

I have been playing it for a while now and have only upgraded th after each and everything is upgraded to the max. Well that was until th11, after th12 I maxed out everything except walls but now I just want to get to th15 asap

I have seen ppl saying rushing your base is always better than upgrading everything before moving on

So I am just asking how do I go about it?
