Low income housing

Is it legal when your on Ontario work that RGI low income housing are charging the maximum amount for rent.

I won't even have enough money to cover my hydro or home insurance and my case manager at Ontario work said that amount will be deducted from my basic need which will only give me 125 a month for food and other bills
