Catching up on Oakland politics via Oakland Observer, and there's a few steps (at least) in the Flock deliberation and process that are causes for concerns.

One is that City Council had to review Flock after one year of use in July 2025, due to city surveillance laws. That never happened. In fact, it seems like OPD is severely behind in delivering the report, with just introducing the 2024 annual surveillance report last week. Because Flock has not been reviewed by the City and City Council since the use policy passed in July 2024, every decision made by City Council since the summer now feels legally and procedurally murky.

One reason why the 2024 report has taken so long is because of mistakes in introducing it. "The report requires Council recommendation and thus requires it be stated as a resolution that requires a vote" but in the last couple months it was just listed as an informational item.

In Public Safety Committee last week where the 2024 report was heard, there was no discussion on the missed deadline and the item was very brief. According to Oakland Observer's investigations, Oakland and Flock have not signed an agreement since the January council decision.

He writes this in the end: *"It's unclear whether there is any acknowledgement at the City that the late report appears to contravene the City's surveillance law—and may have meant that the City had to pause Flock until the item could be heard. More on this in weeks to come."*

What do people think? Wonder if this means more time for the community to intervene before the contract gets signed? At the very least, there's hints of illegal activities or perhaps just extremely rushed decisions

City Council missed Flock deadline for 2025-26 review seven months ago. What now?
