Workday Learning without HCM

Has anyone ever implemented Workday Learning without having HCM? Can this be done? Our ERP is stuck in the financials phase and can’t implement HCM yet, but our LMS is end of life and they want to go ahead and implement that before we kick of the next phase of HCM.
