Possible explanation for the “Commander”

In the game, we face a certain “commander” who has the same voice and same general fighting style as Hunk, but there has been much discourse about the possibility of him showing up. Given his age, how he seemingly lost to Leon, etc.,

But I think I have the explanation for his appearance. Earlier in the game, in the laboratory after the large elevator room, there is a paper that talks about how memory transfer between bodies is possible and that the only viable people for said transfer are hosts who can survive the toxicity of the mutated T virus, which is the same thing Leon has throughout the game.

My theory is that Hunk’s memory and experiences were transferred to this new “commander” body, and my main evidence of this is that after he is killed, you can see the same black bruising on his hand.
