[Discussion] Did they not address the double bonus of suppressor+attachement when they had the chance to?

Im just reading the patch notes and they said they reduced the recoil reduction from suppressor and muzzle device combos. But no word about ignoring the muzzle device when a suppressor is attached. Hasnt this been suggested for years now, why did they still not do that?!
