Windows 95 disk game

I've been through so many posts on here and can not figure it out.

I have "Tonka Construction" on a disk and it won't play on my computer, I've tried Doabox and Pcem but can not get either to work. I just have a bunch of crap on my computer now.

Does anyone have a step by step on how to play it?

My 4 year old found it and is DYING to play
