If I were to buy the SW2 version used, would it come with the Upgrade Pack?

Hi, I'm looking to buy this game in used condition. I was wondering if the upgrade pack was tied to the nintendo account; and I'd have to buy the upgrade pack despite getting the SW2 version, or is it integrated into the cartridge?

I tried searching the subreddit to see if this question was already answered, and I couldn't find anything. If I just didn't find the post and this was answered already, I apologize.
