Songbird's netrunning pre-FIA

Something I don't understand about Songbird.

We learn that, before she was with he FIA she was already a very capable netrunner.

At one point, while living in New York, she hacked into a datafort using a Militech base in Ankara as a proxy.

How was she able to do that? I thought you had to basically be on-site to hack into a place or at least in the surrounding area.

I thought after the destruction of the old net, connections between city nets was highly restricted and basically scheduled transmissions, so how could she hack something in Ankara while in New York.
