Used rtx 3070 or arc b570 or a770 for 1080p

Hello looking for a good 1080p gpu for under 250 what would be the best bang for your buck? I am open to amd gpus as well. I’ve been reading I think the 3070 would be the best bet but any suggestions? How are the Intel cards?
