YouTube keeps turning on Captions, no matter how many times I turn them off. How can I stop this?

Like it said, that's my problem. It happens all the time on YouTube shorts, and sometimes on actually videos. I have to keep turning them off one every video and it's pissing me off. Is there anyway to make it stop? I can't find anything in settings to make it stop.
