DAAD STEM questions

Hello everyone, i just have 2 questions, i got rewarded the DAAD scholarship for STEM and i want to know i put 3 universities for 3 programs in my application, can i apply for all 3 of them and then choose, i want now to study in my second choice not first can i apply for the first and second, if i got both to study in the second option or i must study im my first choice. My second question is can i apply for the VISA before getting the university admission?
