What the hell is this movie called??

So I remember seeing bits of a movie on TV years ago, but I can't remember the name of it. Looked like a 90s movie. Main character is a 19 or 20 year old named Matt and he rides a dirt bike. He sounds super douchey, but is very sincere. He calls people by both first and last names. He meets a girl named Andrea Bendabines or something like that. Sound stupid and vague, but that's legit all I can remember 😅 help me reddit!
