US born child waiting on Canadian passport - Can they connect through Canada?

My little one received their Canadian citizenship certificate, but the passport is still pending (application was received and still being processed).

Would the certificate and reference number for the pending passport application be sufficient at the boarder to fly through a Canadian airport (not leaving the airport, flying out to another country) with their US passport?
