How and where to start

I’m not entirely new to writing. I’ve done it a lot on obsidian with ttrpgs and such. I would like to write short stories and novels now but don’t know which website is the best to use. Also don’t really know what a manuscript is supposed to be outside of a lot of words. just a newbie who needs help.
