Is a stripped AR-15 upper okay to just... throw away?

Location: California Do I give a stripped AR-15 upper receiver to the local police, or is it okay to just throw it away in the trash?

It's a non-serialized part, so I'm not sure if I'm overthinking this. Thanks!
