Bicycle wheel upgrade
Hello! I'm looking into getting some wheel upgrades with a budget around $1500 USD. I found two really nice used wheel sets that I'm debating between and was wondering if anyone has suggestions on which one to pick (or even a different wheel I should look for)

I bike on relatively flat ground with only short climbs ~100m in altitude. I try to do like 150-200km a week and average probably 26 kph if I'm lucky. My ultimate long term goal is to be able to average 30kph. I assume at 26kph I'm not going to get much benefit from the deeper 62mm rims? I might even be better off with the shallower rims from the ENVE 3.4. A lot of what I've heard is the aero benefit is from higher speeds ~32kph.
Another thing is both of these come with 25mm tires. I currently ride 28mm tires and feel they're fine for me. Some people have told me to get like 30mm. What difference would there be from going 28mm to 25mm? Less comfort? Would traction/speed get impacted?
