Applying for Huayu in one country but using passport from another country for visa purposes - possible?

I’m attempting to reach out to the appropriate people but I wanted to know if anyone has done this. I hold two nationalities and would like to apply through one (because it’s easier seeing as it’s where I’ve done my schooling and lived) but if possible would like to travel and apply for a VISA using my other nationalities passport (as it will be easier and cheaper for visa purposes) is that at all possible?
