So fucking done with my upstairs neighbor

Idk what the fuck I should do. For two semesters now the guy bounces a fucking ball at late hours of the night when I'm trying to sleep. I have tried to knock on his door but he doesn't answer but just stops bouncing the ball. I know someone is in there they just won't answer. Then RAs try to talk to him but report the same thing. One of the RAs said they would report it to their boss since they can never get him out to talk but it still goes on. Why do people have to be such inconsiderate assholes.
