So I just tried Hard Mode for the first time...
This difficulty literally rewards you for being a coward and hanging back, using your redshirts/stormtroopers to clear a room so they can get lasered first instead of you. Everyone's always in crisis, everybody always resigns after a mission, therapy slots always full. The enemy pixel peaks you from all the way across the map through a small slit in an industrial shelf. Or they go T-800 Terminator mode and run down the hallway full sprint, pressing the trigger the second you enter their cone of sight. I use .308 rounds and unarmored gang members still take 2-3 hits before going down.
Civilians all despise the police, every single one of them. They'll run away or be non-compliant when it makes zero sense, like when they're hostages in a terrorist attack. Flashbangs seem to do nothing, like the AI are always looking away or have flash-proof visors, and breaching doors with a full stack often ends up with the enemy John Wick opening the door before the breach and instantly fatal funneling everyone.
Is it too much to increase the reaction time of the AI? If they're gonna laser you, at least give a 300-500 ms delay, like you see with normal human being's choice reaction time. These bots feel like they're on adderall + 4 red bulls + cocaine.
