No Bonus <1 year at Firm

Hi, I am a junior-level employee at a small-ish civil engineering firm and was recently told that I was ineligible for the upcoming annual bonus because I am at the company for less than a year (hired in June). My boss had hinted previously that I would receive a bonus but that he was unsure what size it would be since the firm was recently acquired by a larger firm.

Is this normal in the industry? My manager said he was disappointed and that he would try to make it up somehow. I am just really disappointed since I had gotten some great feedback recently from PMs.
