High RPM Jerky Throttle when slowing down.

Gonna be taking in the bike soon to have it looked at, but wanted to look at the community to see what yall think and see if this is a known issue?

My bike is a stock 2025 ZX-4R, and ever since I have been getting more comfortable riding the bike the more I notice the bike alternating rapidly between full engine braking and slightly off throttle at 10k rpm when I let go of the throttle anywhere above 13k rpm. The rev jump up and down 1-1.5k and the bike jerks forward with every power pulse and back to full engine braking like 4-5 times, before stabilizing. Its like an invisible hand is twitching the throttle at the 10krmp mark.

The clutch does not seem to be slipping anywhere in the range to my knowledge and the traction control light does not come on during the experience. My guess is that the throttle potentiometer is fucky or maybe it has something to do with the stock tune of the zx4r in North America.
