What is with the scaling?

I’m level 88 and I feel like it takes forever to kill a single mob and they’re bringing me to like 25% health. Literally hitting like a wet noodle- whereas like 2 levels ago it felt totally fine. My leveling has slowed significantly because of it. Am I doing something wrong or is the game broken?
