Passport renewal being shuffled from one center to another

I applied to DC first, they sent it back saying my jurisdiction is NY. then I sent my application to NYC and they returned it saying I belong to different jurisdiction. why is consulate so incompetent?

I called customer care, which apparently charges you to assist you. and the person said I MUST change my credentials aka use new email everytime, when I apply to a new jurisdiction. WTF?? Indians supply world’s biggest software labor and their own system is so incompetent and f’d up. someone please tell me who can I yell at?
