Ruetoo Ele Hit Fortification, Power and endurance charge generation?

Hi y'all,

I was looking at Ruetoo's Ele Hit PoB's and they look great but he has max endurance and power charges checked as well as fortification in his pob's.

Endurance charge generation I could see coming from Disciple of Unyielding while mapping (for the pob's that have it specced) and for the endgame pob I guess imbued endurance charge on stun might be enough to generate endurance charges?

However he also has Fortification and Power charges checked but I can't see where those are coming from. Rue usually has very 'fair' pob's imo, like disabled guard skills and reasonable items etc. so it's probably just me not being bigbrained enough but does anyone know where the sources of fortify, power charge and perhaps endurance charges are?
