Confused about game content and payment?

Sorry, I may have misunderstood or misread, but I thought the app was free. I finished Chapter 2 of Fate Game but can't move on to Chapter 3, and it's asking for payment. Will it open if I wait a certain amount of time? Or does it only open if I pay?
