Questions about 輸出免税

TGIF ! Newbie question here and I hope it’s okay.

I’m a freelance guide and I work with several tour companies, both local and (mostly) international. It’s also my first year as a registered invoice issuer, but while I was preparing my taxes this week, I was told by a colleague that his consumption tax is practically zero because of this rule. I’m now confused but happy if it’s true. I’d appreciate your help and advice 🙏🏽
