Means of transportation if I don't have a car

I keep reading on here that uber in PC is pricey and shady and taxis tend to also be overpriced for tourists. I will be traveling to PC in a few months and renting a car is not an option.

Is Uber really that bad in PC? Any recommendations for transfer from the airport to airbnb?
