People who put soap on dry hands

Fairly Annoyed

Soap needs water to create lather and work properly. Proper hand washing steps are: 1) Wet hands, 2) Apply soap, 3)Lather/scrub hands, 4) Rinse, 5) Dry.

You can't lather/scrub without water. If you wet hands after applying soap, you either waste some soap by rinsing it away before it's had a chance to actually do anything, or just aren't using enough soap for the same reason. Foaming soaps are a little better because they're basically just watered down regular soap put through an aerating dispenser, but it's still not the same as following the proper steps, and I never see people scrub with foaming soaps on dry hands anyway, it's always just the soap on dry hands and immediately rinse.
