Where to voice that an apartment complex is very hostile to searching for lost pets?

I feel it's particularly important that tenants be aware that if they lost a pet in this complex, they would be not allowed to do most of the things needed to search for a lost pet besides just looking on foot. So I was wondering where I should explain my experience.
