Nature's Abundance: is "within reach" implied?

I really had trouble really understanding the rules enough to feel confident in my ability to teach them and arbitrate during sessions. It's finally starting to click, except for Nature's Abundance:

Should I assume that Harm can only be added to Flora within reach, or any Flora? Are the Rangers considered as interacting with the card they're adding Harm on? ... So could they incur Fatigue when doing so?

I assume the answer doesn't make thematical sense, but since the card doesn't specifically state "within reach" and it's not in the errata, then I should assume that it's really any Flora, and since each Ranger is not directly performing an action, just resolving a card effect, then no interaction takes place and no fatigue can potentially be incurred. Is that correct?
