7.2mg: has any one been approved with a bmi below 25?

I started with a bmi of 26 and am currently down to 24.3. 2 years after starting wegovy 2.4mg is not working anymore and I am slowly starting to gain weight. Has anyone been approved for 7.2mg with a bmi below 25? I have heard some people have been refused based on this.
