What is about the fan split in Arizona?

Is Arizona the only state with a non academic power in its biggest city , the major state university with a fanbase that can mirror if not bigger than the state flagship major p4 ?

From what I’ve noticed most flagship unis arnt in major cities, and if they are the school is a major academic school cal, Texas, uw etc with the major flagship in a random town like bama, Michigan, uga. And the major ones in big cities are private like Miami, u$c,stanfurd, rice, smu, nyc, tulane
