Looking for advice regarding leasehold obligations for property works/decoration. (England)

I live in the upstairs flat of a converted terraced house. The downstairs tenant is the freeholder for the building. I have recently been contacted by my neighbour (the freeholder) regarding works they feel need doing, and requesting my 50% payment for this. My lease does state I must pay 50% towards building maintenance, however a lot of the works requested seem unnecessary, or are upgrades on our current “items”. Happy to message the details of the situation privately or reply in comments etc. but just looking for someone who can guide me on what is and isn’t something I have to contribute to, as it seems a little unfair that my neighbour can just decide things need doing and then I just have to pay half.
