If KP Oli loses the direct constituency vote to Balen Shah, can he still enter parliament via samanupatik/PR?

So if that's the case, doesn't this mean most of Nepal's big/toplevel leaders just keep coming back to parliament like this? They lose their direct constituency vote but get revived through the PR list and national party votes even if local voters clearly rejected them.

And from there, they can still become PM if their party/coalition gets the numbers.
