English as second language tutor - where to find students?

One of my relatives is a certified English as a second language/tutor. She's really good and her students love her but she's having a hard time finding more students. Does anyone have any leads on where she could find student? Are there places in Abbotsford that allow you to put up flyers? Maybe grocery stores or something like that?
