Actually enough of a passive
I'm spamming today, sorry, but I gotta put this out there. Yelough is having difficulty coming up with a satisfying passive. Let's help him! If they really want to take off this much damage and make her a juggernaut, she needs to have the kit to support it.
I'm thinking breakpoints that affect each of her abilities like Smolder. Don't worry about numbers or tuning, but the concepts.
20 stacks: Q now applies its on-hit damage to all targets hit.
40 stacks: W now heals Shyvana for each enemy champion hit.
60 stacks: E now stuns instead of slows all targets hit.
80 stacks: Shyvana gains flat damage reduction while in her ultimate equal to a fraction of her total passive stacks.
Stacked Shyvana becomes similar to the other two lategame dragons. This wouldn't fall off. This is STRONG. Flat damage reduction is INSANELY powerful and worth gambling the weak early game for. Only Leona has it to my knowledge, so there's room to make it her own too. Ever see a dragon care about getting pecked by a sparrow? Of course not, they wouldn't even notice. Thematically, damage for ants should do literally nothing to dragonscale. Adds strategic power in being a crazy counterpick to DoT mages and mosquito ADCs like Zeri, but only if you can survive long enough to get there. This champion would provide LOTS of value outside of damage and would definitely deliver on unkillable raidboss dragon fantasy.
I'd still probably rather have silly oneshot dragon, but I can see something like this being really fun too.
Let's brainstorm, fuck it, get a lot of stuff out there, and I'll try to get the thread sent to Yelough somehow. Design away!
