my school “makes” me wave my ferpa rights

my private school won’t send my transcripts unless I wave ferpa rights for the sake of recommendation writers feeling like they can write a rec letter without fear of prosecution.

is that allowed? Is that typical to other schools? I’m not trying to attack my school I just wanna know if it’s allowed to
