how does virtual pogo plus work?

Maybe I'm dumb, but I'm on android, and the thing is connected and will say "pokemon in range", but then not actually catch it? i've tried different autowalking speeds from 2 km/hr to 9, have tried being stationary, and still it doesnt ever actually catch the Pokemon? It just says its connected and keeps popping up the "pokemon in range" thingy.
