Columbia Hold --- to LOCI or not to LOCI

Hi friends: I was just given the Hold notice at Columbia, and they said I need to send a LOCI by March 13th if I wish to send one. What is the prevailing knowledge here on what to do? Is it yes in all cases or really only if you have a significant update?

Also, I am on NYU hold, but that seems to be a do not send unless you have something new to say.
