40m Cr & Eagle, need a combat ready build, plz help?

TL;DR - Already have an Eagle, need suggestions on combat builds, have 40m to spend incl. rebuy.

I'm a rookie in combat because I spend most of my time hauling cargo. But recently I've been in contact with other CMDRs who are setting up a sqdr loyal to Grom, who mostly uses combat as a means of gaining territory. One could argue that I should "find another sqdr if I don't feel comfortable doing combat" , and that's a valid statement. But I see it as an opportunity to train and get experience in combat. Since I have no idea what a decent combat build would look like on an Eagle, I'm asking the ED community for help.

I'm also open to buying a different ship if that shifts the scale of winning in combat to my side.
