Why Am I Unable to Select Nader Shah (Persia) in Singleplayer but I Can Select Him in Multiplayer?

I have the following packs:
Sid Meier’s Civilization® VI: Leader Pass
Sid Meier's Civilization® VI: Gathering Storm
Sid Meier’s Civilization® VI: Rise and Fall
Sid Meier's Civilization® VI: Portugal Pack

But for some reason I can't see Nader Shah as an option in singleplayer, but I can see him in multiplayer, as the host too, can someone help me resolve this because I'm failing to understand what I'm doing wrong
